The information was transmitted this Saturday by the first provincial secretary of the MPLA in Luanda, Luís Nunes, when he was presenting the political agenda for 2025 in the capital, stating that the document constitutes a fundamental instrument for the party's political work.
Among the actions on its political agenda for this year, the Popular Movement for the Liberation of Angola (MPLA) must “work towards the conclusion at parliamentary level of the legislative package to support the holding of local elections”.
“And to deal, in the recommended terms, with the creation of conditions for the implementation of essential tasks with a view to holding local elections,” said the politician during a mass event that took place in the municipality of Mulenvos, north of Luanda.
Angola is completing the approval of a set of laws, called the municipal legislative package, composed of 13 legal instruments, of which ten have already been approved, defining the powers of the municipal function, composition and functioning of the municipalities, as well as their principles and rules.
The parliamentary groups of the MPLA and the National Union for the Total Independence of Angola (UNITA) decided, in June 2024, to combine their bills on the institutionalization of local authorities, to draft a single document, the discussion of which in detail was suspended, at the time, to agree on positions.
According to Luís Nunes, his party must also reinforce, during the course of this year, the work of training and political-ideological qualification of party members, cadres and leaders at all levels and encourage and support the successful implementation of the National Cadre Training Plan.
Continuing to monitor the implementation of the National Development Plan (PDN) 2023-2027 as well as the execution of the General State Budget (OGE) 2025, taking into account the international economic and financial situation, is also one of the MPLA's actions for 2025.
Luís Nunes, also governor of the province of Luanda, also signaled the need to promote the strategic integration of information and communication technologies with the aim of “increasing efficiency, effectiveness and providing a more coordinated and proactive environment” for his party's bodies and organizations.
He also defended the materialization of the recommendations of the 9th Ordinary Congress of the JMPLA, the party's youth wing – which took place from November 21 to 23, 2024 – so that it continues “assuming the vanguard of Angolan youth organizations and the greatest capacity for mobilization and political engagement of Angolan youth”.
In the context of international relations, the MPLA will continue to defend the strengthening of cooperation with sister parties and friends “as a priority task determined by the dynamics of world politics that oblige its authors to exercise constant reflection and adaptations”, said the politician.
Involving the party's structures and militants to participate in an “active and engaged” manner in all activities in support of the celebrations of the 50th anniversary of national independence (which will be celebrated on 11 November 2025), and preparing and adopting the general bases and main guiding documents for the preparation and holding of the 9th Ordinary Congress of the MPLA, to be held in 2026, are other points on the MPLA's political agenda for 2025.
