UN expects to mobilize 646 million for cooperation with Angola in the period 2024-2028

The United Nations (UN) plans to mobilize, from international and local institutions, resources estimated at 646 million dollars within the scope of the new 2024-2028 Cooperation Framework with Angola.

According to the Minister of Planning, Victor Hugo Guilherme, these resources must be evaluated halfway through this period, with the impact of the activities developed on communities and Angolan society in general also being measured.

Victor Hugo Guilherme, who was speaking at the launch ceremony of the new cooperation framework between the two entities, stressed that it is aligned with the national priorities contained in the Angola 2050 Long-Term Development Strategy, with greater detail in the National Development Plan 2023-2027, in the 2030 Agenda for Sustainable Development and in the African Union's Agenda 2063.

Speaking to the press, the United Nations coordinator in Angola, Zahira Virani, said that the United Nations has already mobilized a third (215.3 million dollars) of the financial needs, for the implementation of projects and programs planned for the next five years, but they need more partners.

"We have our partners – the European Union, the United States, Norway, Switzerland, the World Bank – but we need to attract more resources, from the private sector, for example, look for other partners who are not in the country at the moment", she said.

Zahira Virani stressed that the new cooperation framework was drawn up "very closely" with the National Development Plan, with four pillars of priorities, the so-called four Ps (People, Peace, Prosperity and Planet).

The UN coordinator in Angola said that the two parties will work to improve education, health, access to services, social protection, good governance, democracy, regional leadership on the continent for peace and stability, economic growth, economic diversification, changes climate and natural disasters.

"A more inclusive, more equitable economic growth, which will leave no one behind, which will focus our activities especially with the most vulnerable populations – women, young people, people with disabilities", she highlighted.

The same person in charge considered partnerships also important to achieve the goals set, highlighting that the number of United Nations agencies that will work in Angola increased from 19 to 25.

"But we won't achieve it alone, we need bilateral and multilateral partners, the Government of Angola, civil society and the private sector", said Zahira Virani.

With six years left to reach the goals of the 2030 Agenda for Sustainable Development, she stressed that the new cooperation framework focuses efforts in this direction.

"We are redoubling, focusing, our activities to achieve, for example, food security, which is fundamental, health, education, we are concentrating activities in this sense within this cooperation framework, to try to accelerate the achievement of the 2030 goals", she stressed, admitting that the results "do not come overnight", but it is important to have "the will and invest in these areas".

"In my opinion, we are on a good path, we absolutely have to redouble our efforts," she said.

Vítor Hugo Guilherme reaffirmed the Ministry of Planning's commitment to coordinating and monitoring the implementation of this framework, in order to ensure that actions are developed in accordance with national priorities and the objectives set.

The minister stressed that this cooperation "is of great importance, of great significance" for the relationship between the parties, "aiming at more active and participatory cooperation leading to the fulfillment of the commitments assumed".

"It represents a turning of the page, because it appears to be the implementation of the systematized and coordinated planning of all sustainable development actions taking place in the country," he said.
