Teachers defend the revision of the remuneration statute with the inclusion of subsidies and prizes

The National Teachers' Union (Sinprof) defends the revision of the remuneration statute of education agents, which includes a set of subsidies and prizes that allow them to improve their salaries, and deplores the budget allocated to education.

Sinprof's position is expressed in the final communiqué of the third ordinary meeting of its national council, held between 24 and 25 February 2022 in the province of Uíje and made public this Monday.

According to the statement, the union's national council decided to present an addendum to the claims booklet dated October 23, 2019, "based on the conclusion of the previous points, as well as the review of the remuneration status of education agents".

The revision of the remuneration statute "should include a set of subsidies and bonuses that allow for an improvement in the salary of education agents".

Sinprof's national council expressed "concern for the high number of agents with higher education already completed, however, promoted in the career of medium technicians".

"Therefore, it urges the Ministry of Education to regularize, with the utmost urgency, the condition of these agents", reads the statement.

The 2022 State Budget (OGE) budget allocated to education (6 percent) was "deplored" by the national council of the teachers' union, considering that it "remains distant from the international commitments assumed by Angola".

For Sinprof, the aforementioned percentage "contradicts the goals" that the Government defined in its National Development Plan (PDN) 2018-2022, which "provided a budget for education in the order of 20 percent for the current economic year".

The meeting also deliberated on the need for "greater consultation with other unions in the sector with a view to adopting a joint struggle action, based on the claims of the three unions".

Sinprof says it notes that some provinces in the country tend to "make it difficult to insert the union quota", for its direct deduction in the State Financial Management System (SIGFE), considering this an "artifice" of the provincial education offices "as a weapon of retaliation against the union".

Participants at the meeting were also "perplexed" by the withdrawal of the union representative from the "Performance Assessment Commission" of Education Agents from the school, "configuring an authentic retreat in relation to the previous regime".

The implementation of the memorandum of understanding, signed between the Ministry of Education and Sinprof, on 24 April 2021, which allowed the change of categories to 96,000 agents across the country, was praised by the national council.

The completion of the second phase of the process in March was also defended by the participants.

The national council expressed solidarity with the National Union of Higher Education Teachers, on strike for two months, "for the legitimate claim action it is carrying out, and calls on the executive to dialogue with the respective union with a view to resolving their concerns".

The meeting also decided on the expulsion of Professor Domingos Manuel, who was the provincial secretary of Sinprof in Benguela, "for serious violations" of the organization's governing documents.

The institutionalization of the national teacher's day and the day of educational support staff was also defended by this council, which urges the Ministry of Education to implement the respective dates.
