The information is contained in the decision of 3 February on the "request for authorisation for the exercise of television activity through a thematic entertainment television programme service, with national coverage and unconditional access, with subscription, called ZAP Viva International".
The Regulatory Board of the Media Regulatory Authority (ERC) decided to "authorize the television activity [...] under the terms requested by Upstar, Comunicações SA," the document reads.
Upstar had requested ERC, on November 26 last year, the authorization.
The broadcasting schedule of the Zap Viva Internacional program service will have 24 hours of daily broadcasting and the "general programming lines are based on a model constituted by thematic entertainment programs, including talk shows, reality shows, talent contests, soap operas, series, musical shows, interviews and thematic magazines", according to information sent to the ERC in the authorization request.
"Through internal analysis of the ERC's Media Transparency Unit to the information contained in the economic and financial feasibility study, it is stated that Upstar's project will be financed by the Finstar group company, through medium and long-term loans," the document reads.
"The shareholders of Upstar are NOS SGPS, SA, with 30 percent, and Kento Holding Limited, a company owned by Isabel José dos Santos [Angolan businesswoman], with 70 percent of the capital," the ERC said.
Finstar is an Angolan company that owns ZAP, Angola's largest satellite television operator and is also 30 percent owned by NOS SGPS, SA, and 70 percent by Sociedade de Investimentos e Participações of Isabel José dos Santos, daughter of former Angolan president José Eduardo dos Santos.
