Biluka Nsakala Nsenga and Miguel da Costa Filho were arrested for tampering with the payroll. The suspects are said to have been paid above and beyond their functions. The head of Youth and Sports Finance and four teachers who are part of Nóqui municipality were also arrested on suspicion of being involved in the scheme.

The arrests follow an investigation to find out what damage was caused to the state through the embezzlement of public money.

In a statement to Novo Jornal, Carlos Fidel, spokesman for SIC-Zaire, said the arrests resulted in "the gathering of relevant evidence indicating the possibility of other crimes of the same nature".

The spokesman also said that the detainees had already been heard in the first interrogation by the Public Prosecutor's Office and had been charged.

Without any connection to the above arrests, SIC detained Raimundo Ricardo, the director of the Moxico Provincial Education Office.

According to Angop, he was arrested after failing to appear at the SIC premises. The SIC notified Raimundo Ricardo three times with the aim of clarifying a case that targets the detainee, but he did not appear.

In that case, Raimundo Ricardo is accused of embezzlement, budget violation, abuse of power, money laundering and criminal association.
