CPLP to create military disaster response mechanism

Member States of the Community of Portuguese Speaking Countries (CPLP) will create later this year a military mechanism to respond to major natural disasters, the director of the Strategic Analysis Centre (CAE-CPLP) told Lusa in Maputo this Thursday.

"In 2017, we spoke at a seminar similar to this one, for the first time, on the protocol for a major disaster response mechanism, which should be signed this year," said Francisco Camelo, director of CAE.

He argued that an instrument of this kind would have allowed concerted action by the CPLP against cyclones Idai and Kenneth, which devastated areas in central and northern Mozambique last year.

"If it had already been signed, in cyclones Idai and Kenneth, the aid would have been concerted. The CPLP countries would come together and not little by little as it happened," he added.

Francisco Camelo was speaking in Maputo on the sidelines of a defence cooperation seminar between the armed forces of CPLP countries.

The delegates from the five countries present at the event will share experiences on the two themes: "Maritime security and joint and combined exercises".

On the basis of this exchange, it is intended to provide a basis for working in the areas of maritime security and conducting military exercises.

"There is a future perspective that the CPLP can jointly participate in UN peace missions. We are already starting to sew up these ideas," said Francisco Camelo.

The Strategic Analysis Center for Defence Affairs is a platform for military cooperation among CPLP member states.

Four CPLP countries - Mozambique, Angola, Guinea-Bissau and Timor-Leste - have already had assistance from the United Nations in the processes of transition of power and the cessation of conflicts.
