The objective is to counter the negative impact of the illicit exploitation of mineral resources on the environment and guarantee national security and stability of the financial system.

The National Observatory to Combat Illegal Immigration, Exploitation and Illicit Trafficking of Strategic Mineral Resources will serve to collect data and ensure strategic planning of issues relating to illegal immigration and illicit trafficking, within the scope of the Support Committee to the National Security Council.

The Observatory, which will be coordinated by a general designated by the President, has the mission of collecting and analyzing statistics on legal and illegal immigration, illicit exploitation of mineral resources, use of false and falsified documents, expulsion measures from national territory and preparation of studies and compilation of statistical data on matters within its scope and responsibility.

The budget will come from the Ministry of Mineral Resources, Oil and Gas.
