Lima Massano says the business environment is “not terrible”, but there is room for improvement

The Government considered this Wednesday that the country's business environment “is not terrible nor is it bad”, but “has room for improvement”, based on asset security, recognition of private property and others.

According to the Minister of State for Economic Coordination, José de Lima Massano, there is no country in the world that has a perfect business environment, as they also seek improvements.

"All countries are trying to improve their business environment, they recognize that they can do more (...) over the next 100 years we will continue to talk about improving the business environment", said this Wednesday the government official who addressed the "Impact of Foreign Investment in the Productive Sector", in the first edition of CaféCIPRA (Press Center of the Presidency of the Republic of Angola).

"Our business environment is not terrible, nor is it bad, there is room for improvement, but we have property security, we recognize private property, rights, we have rules", he stated, recognizing that there is "room to improve a lot".

"We have the base, so we have to improve, but collectively", he defended.

The Minister of State, who was one of the speakers at the 11th edition of CaféCIPRA, the first in 2024, also mentioned that the desire to have a strong and resilient economy in Angola dates back to the country's independence in 1975.

To achieve the goal, he said, the authorities have sought to accelerate paths aimed at the sustainability of the economy and the reduction of dependence on imports of goods and services.

"When we look at the agricultural sector, manufacturing industry, we see that we do a little bit of everything, but we don't have size, we don't have scale, for several reasons: knowledge, technological availability and others", he argued.

"But, also, because we almost voluntarily became hostages of easy access to what was imported, because foreign exchange resources at a given moment became abundant, so it was more competitive to import", he criticized.

The minister responsible for economic coordination in the Government of President João Lourenço also highlighted, in his speech, the set of measures, already known, to promote national production, as well as the State's financial instruments.

He noted that talks are taking place with the Angolan Sovereign Fund to finance the production of edible oil, highlighting that the Angolan Venture Capital Active Fund (FACRA) should work to promote logistics chains.

Regarding the Agrarian Development Support Fund (FADA), the minister said that the institution will help community agricultural production funds.

FADA "has to help the community funds, we want to start a light agricultural mechanization program, FADA has already entered, we held a public tender for the acquisition of motor-cultivators to put the cooperatives at the service, to facilitate, so our instruments are thus be used".

He also highlighted the actions of the Credit Guarantee Fund, which was reinforced in 2023 with around 50 billion kwanzas to support small companies, which have difficulty presenting credit guarantees.
