The presidential order, dated 6 January, points out the "need to acquire international financial consultancy services to assist in the creation of a Fund for the Capture of Foreign Direct Investment and the financing of specific projects", delegating competences of the contracting procedure to the Minister of Finance.
"The Ministry of Finance is authorized to register the project in the Public Investment Program (PIP) and ensure the availability of the necessary financial resources for the successful execution of the contract", adds the document.
Last year, the president of the Rothschild Group and of the bank with the same name, Thibaud Foucarde, announced his intention to open an office in Luanda and make investments in the country during a meeting with the President, João Lourenço, in Paris.
The meeting took place a day before the Africa-France Summit on the financing of African economies, an initiative of the French Government with the involvement of the African Union, on 18 May 2021.
On the occasion, Thibaud Foucarde highlighted that the idea of investing in Angola involves helping to create more jobs and provide more prosperity to the country, extolling the ongoing reforms, as reported by Jornal de Angola.
Quoted by the Angolan daily, Thibaud Foucarde said that his group has experience in working in several countries and that he wanted to settle in Angola as well, in order to help with various matters
In another presidential order, also dated 6 January, João Lourenço approved the financing agreement to be signed between the Republic of Angola, represented by the Ministry of Finance, and the French Development Agency (AFD), in the global amount of 200 million euros, for budget support directed to Angola's economic diversification and policy improvement programs.
