Professional internship program for young people budgeted at 1.5 billion kwanzas

The Government announced this Wednesday that the Professional Internship Program, part of the Action Plan for the Promotion of Employability (PAPE), is budgeted at 1.5 billion kwanzas, initially covering 2500 interns.

According to the Secretary of State for Labour and Social Security, Pedro Filipe, besides the amount, which will be guaranteed directly by the State within the implementation of PAPE, there are already several partnerships signed.

In the scope of the professional internship program, the authorities already have partnerships signed with the European Union and the United Nations Development Program (UNDP) that "ensure other funding", he said.

"And we plan to continue to count on partners who are willing to join us and we call on companies and private institutions to join us in this ambitious program, which is an appropriate response to reverse the employment picture in Angola, which is not very encouraging," said Pedro Filipe.

The governor was speaking at the end of the launching ceremony of the Professional Internship Program, which will be aimed at young people between 18 and 25 years old, "holders of a technical-professional course or recognized professional training course".

Young people who hold a general secondary education course complemented with a professional course or with a bachelor's degree and/or a degree in any area of training should also apply for the program, whose internship scholarships are financed by the Government.

For Pedro Filipe, professional internships are "not only an instrument of the teaching and learning process, but a real tool that facilitates the insertion of young people in the job market".

"We know the difficulties that young people have been going through to insert themselves in the job market, because sometimes companies demand a certain period of experience and are afraid of taking risks", he noted.

At least 2500 trainees will be absorbed in the first phase of this process, whose internship scholarship in micro, small and medium enterprises will be financed "totally or partially by the Angolan State".

"For those who do the internships in large companies, we understand that, within the framework of the social responsibility policy of large companies, they can effectively guarantee the payment of these scholarships," he stressed.

The Secretary of State also pointed out the "costs of companies in absorbing trainees" as one of the reasons that contribute to businesspeople's "fears" to gather trainees in their structures.

To "reverse the situation", especially in a second phase of this program, he pointed out, the future Code of Tax Benefits is being drafted which should "enshrine the most sustainable philosophy which is to grant tax benefits to entrepreneurs who receive trainees within their companies.

Consolidating academic and professional training in a real work context, completing and developing citizens' skills for better integration into working life are some of the objectives of the Professional Internship Program.

The General State Budget and the Petroleum Fund are some of the sources of funding for the PAPE, approved in April 2019 by the Angolan President, João Lourenço.
