Intervention plan in the municipalities executed 200 million dollars

The government intervention plan in the 164 municipalities, launched last June, currently has a financial execution of 200 million dollars, 10 percent of the total budget, and 75 completed projects, was announced this Thursday.

The information was transmitted this Thursday by Laurinda Cardoso, coordinator of the technical group of the Integrated Plan of Intervention in Municipalities (PIIM), at the end of a meeting to assess the degree of implementation of the portfolio of projects in 2020, in which she admitted "weak and strong" points during its implementation.

According to Laurinda Cardoso, also Secretary of State for Territorial Administration, the PIIM includes 1749 integrated projects and, in about nine months of activity, about 1483 projects are being implemented in the country, of which almost all (1412) already have the invoices paid.

The PIIM, launched in June 2019 by the President, João Lourenço, is budgeted at 2 billion dollars, resources from the Sovereign Fund of Angola, with the authorities guaranteeing that it is being executed "without recourse to public debt".

The national dimension plan includes projects in the sectors of education, health, secondary and tertiary roads, public security and public order, agriculture, administrative infrastructure, basic sanitation, water, energy, among others.

The meeting of the Interministerial Commission for the Implementation of PIIM, chaired this Thursday by the Minister of State for Economic Coordination, Manuel Nunes Júnior, took stock of the projects by typification of the sectors and their degree of physical and financial execution.

"In the PIIM portfolio there are about 87 percent of eligible projects, we also have to register about 83 percent of projects already in physical and financial implementation, ie with quotas (invoices) assigned and paid and are projects either local initiative, but also the central bodies, "said Laurinda Cardoso.

Speaking at a press conference, at the end of this meeting, the governor noted, as a "positive note", the inclusion of the evaluation of employability projects, within the scope of the PIIM, which generated in 2020 about 23,000 temporary jobs nationwide.

"The number of employability is being projected for the infrastructures when concluded and in operation, because it is believed that there will be an increase in jobs here at local level," she said.

She also pointed out that 85 percent of the PIIM projects in the PIP (Public Investment Projects) are subordinated to local bodies in the framework of administrative deconcentration, "which is excellent," she noted.

At least 75 projects in the PIIM portfolio, including schools, hospitals, social infrastructure, among others, have already been completed at the country level, namely in the provinces of Huíla, Luanda, Bié, Kwanza Norte, Benguela, Cabinda and others.

Laurinda Cardoso, who pointed out 2022 as the time horizon for the conclusion of all PIIM projects, also pointed out that the covid-19 pandemic, which "imposed restrictions on the mobility of people and goods, impacted on the execution of several projects".

"Another constraint, also associated with the mobility issue is that the technical units do their work locally, at the municipal level, but many of the municipalities need the technical support that was not possible in the timeframes required because the teams could not move," she stressed.

Asked by Lusa about the problem of supervision of the works, many of them reproved in their execution by the provincial governments due to their quality, the ruler said that when failures are reproved, this "presupposes monitoring and willingness of the executors to do well.

"Worse was that after the works were completed, questions of quality were asked," she concluded.
