According to a statement from the Angolan Ministry of Higher Education, Science, Technology and Innovation, which VerAngola had access to, the project has "an execution period of 30 months", and is being carried out by the company Engevia - Construção Civil e Obras Públicas, LDA.

The future institute will have "40 modern and equipped classrooms, with capacity to accommodate 5000 students, 18 laboratories specializing in STEM areas, a modern library, student residences, green and leisure areas", the statement reads.

On the occasion, Albano Ferreira said that "this is a historic moment of great importance for the development of the higher education subsystem in our country. It symbolizes the Executive's commitment to the progress and development of the country and the commitment to investing in education as the foundation of the growth of our Angola".

The governor also highlighted the "Program for Improving the Quality of Higher Education and Developing Scientific and Technological Research as a crucial initiative, the main objective of which is to provide public higher education institutions and research and development institutions with infrastructures suitable for fulfilling their missions. The proposed solutions aim to create an environment conducive to teaching, learning and innovation, ensuring the retention of talent and promoting scientific and technological development".

"The municipality of Soyo, with its strategic and economic relevance, rich in oil and energy resources, requires more than the exploitation of its resources. We need knowledge, innovation and qualified professionals to transform this natural wealth into sustainable progress", he said, quoted in the note.

The governor of Zaire, Adriana Mendes de Carvalho, expressed satisfaction and gratitude.

"Each of us has been waiting for this moment. People have been saying that it is the 'D' day and the 'H' hour, and we want to believe that this is the 'D' day and the 'H' hour. We are talking, however, that today, December 19, 2024, this request or laying of this stone is within the scope of some electoral promises made by the President of the Republic, João Lourenço, in 2022, where it was said, however, that the Instituto Superior Politécnico do Soyo would be built", he said.

"The Instituto Superior Politécnico do Soyo currently welcomes 2270 students, representing 34 percent of the province's academic population. The technical training offered at this higher education institution will include essential areas, such as Oil and Gas Engineering, Renewable Energies, Industrial Maintenance, Agricultural Engineering, Mechanical Engineering, Clinical Analysis and other strategic specializations to diversify and strengthen the economy", the note from the ministry also states.

In addition to the provincial governor and the minister, the deputy governor for the Political, Social and Economic Sector, Afonso Nzolamesso, the president of the ISP of Soyo, among others, were also present at the event.
