According to the final communiqué issued by the meeting chaired by President João Lourenço, the aim is to guarantee the tourist development of the Mussulo peninsula “in a harmonious and integrated manner, preserving its characteristics in the best possible way and mitigating the negative effects of the resulting impact of the inevitable, but desirable, tourist growth that occurs there”.
In an interview with the press, the Minister of Tourism, Márcio Daniel, said that this is the first step in a positive transformation that the executive will carry out on the island of Mussulo, to make the most of its tourism potential.
According to the minister, a set of investments are being made in terms of infrastructure, increasing the demand for more concessions in that area.
The governor highlighted the need to organize the growth of Mussulo, through the elaboration of a Territorial Planning Plan, which will have a special vocation for the tourism sector.
Márcio Daniel stressed that the island of Mussulo was recently elevated to the category of municipality, with the change in the administrative political division, clarifying that the Ministry of Tourism is only responsible for preparing the Tourist Planning Plan, with the municipal administration being responsible for implementing a set of planned operations.
“This is the first step, which is the approval of the diagnosis, the next steps will be the preparation of the Tourist Planning Plan, its presentation and discussion in public consultation, subsequently its validation at the Interministerial Commission for Tourism Planning. Territory, which is coordinated by the Ministry of Public Works, Urban Planning and Housing, so that the last step is to return to the Council of Minister and have it approved”, he stressed.
The Government expects this instrument to be concluded during the first half of 2025 and until then the provincial government of Luanda has already temporarily suspended all operations granting land rights, construction licenses and other urban planning operations, until the approval of the flat.
“This decision, which has already been taken by the provincial government of Luanda and is already being implemented, does not apply to cases that were already ongoing at the time of the suspension measure. Those that were already underway will maintain their normal course until completion, new requests will be suspended until the approval of the Tourist Management Plan”, he stressed.
During the meeting, the Council of Ministers also analyzed the Draft Presidential Decree that approves the Natural Gas Master Plan, a document that defines the guidelines for the sustainable development of natural gas resources and their use in the domestic market, contributing to the energy transition , diversification of the national economy, maximizing benefits for Angolan society and ensuring return on investment.
The implementation of the Natural Gas Master Plan, combined with the intensification of Angola LNG production and its maximum capacity on a continuous basis, will, according to the Government, allow an affordable energy cost, create solid foundations for industrialization, with the participation of the system financial position of the country, reducing annual expenses with the import of products such as chemical fertilizers, plastics and rubber.
