Council of Ministers gives “green light” to several diplomas in the last session of the year

The Council of Ministers amended and approved this Wednesday the republication of the diplomas that grant the National Agency of Petroleum, Gas and Biofuels rights to prospect and produce liquid and gaseous hydrocarbons in Blocks 18/15, 46 and 47.

The final communiqué of the meeting, chaired by President João Lourenço, mentions that three legislative proposals were also analysed, to be submitted to the National Assembly, which authorize the Head of State, as holder of executive power, to legislate on the deduction of the investment premium from the calculation of taxable income in terms of tax on oil income from Blocks 18/15, 46 and 47.

The meeting also considered the presidential legislative decrees that change the incidence of investment premiums for Blocks 18/15, 46 and 47, with a view to boosting and intensifying the replenishment of reserves, mitigating the sharp decline in hydrocarbon production and ensuring the continued development of the oil industry and increased efficiency in the management and optimization of natural resources.

The diploma that grants ANPG - National Agency of Petroleum, Gas and Biofuels, as national concessionaire, mining rights for prospecting, research, evaluation, development and production of liquid and gaseous hydrocarbons in the concession area of block KON 12, in Kwanza terrestrial basin, also underwent changes.

The amendments aim to set the production and investment premiums, as well as the tax rate on oil production for this concession, “having approved the service contract with risk, signed between the national concessionaire and the consortium of the said block, guaranteeing thereby the continued development of the petroleum industry”.

The Council of Ministers also approved a set of diplomas regarding the attribution of production and investment bonuses for the KON 2, KON 11 and KON 16 blocks and the setting of the Tax on Petroleum Production rate for concessions, as well as the approval risky service contracts entered into between the national concessionaire and the block consortiums.

The communiqué highlights that the Council of Ministers approved the extinction of mining rights for the development and production of gaseous hydrocarbons, attributed to the national concessionaire, in the non-associated natural gas areas of blocks 2/15-Garoupa West, 15/14-Lira and 3/15-Alce and Gunga, to allow the development of new projects for the exploitation and monetization of gas and the concentration, in a single concession, of the various maritime areas of Angola with potential for natural gas.

The Council of Ministers also approved the diploma that attributes to the new gas consortium mining rights for prospecting, research, evaluation, development and production of liquid and gaseous hydrocarbons, including condensates and liquids extracted from natural gas, as well as the rights relating to the treatment, storage, transport and sale of natural gas, and at the same time authorized the signing of a service contract with risk in the concession area of the new gas consortium.

With regard to the fisheries and marine resources sector, the Council of Ministers approved measures for the management of marine fisheries for continental fisheries, aquaculture and salt for the year 2023, a legal instrument that aims to adjust the capacity of catches to the available potential of resources. aquatic biological products, aquaculture and salt, thus ensuring the quality, diversity and availability of resources, as well as their conservation.

The legal framework for private and public-private institutions of pre-school education in primary and secondary education was also approved, clarifying the degree of State intervention, as well as the level of autonomy in accordance with the limits imposed by the rules of the democratic State of right.

The regulation that establishes the norms and procedures for issuing and using operating licenses for catering establishments and similar establishments, applicable to establishments installed or not in tourist developments, namely restaurants, catering companies, snack bars, bars, pastry shops, pizzerias , cafes, teahouses, dance halls and ice cream parlors was also approved.

“Within the scope of this diploma, the executive implements one of the measures of the Simplifica 2.0 project, reduces bureaucracy in the procedure for granting a permit for this type of operation, extends the validity period of the authorization for the exercise of catering and similar activities, promotes the integration of the services that intervene in the licensing of the activity and encourages entrepreneurship and private initiative in the catering and similar sector”, reads the note.
