Foreign investment in Angola: one third is from offshore companies

Of a total of US $ 1587 million invested by foreigners in Angola - in non-oil sectors - 527 million come from tax havens.

Mauritius, United Arab Emirates, Hong Kong, Switzerland, Lebanon and Singapore represent one third of foreign investment in the country from offshore companies.

The figures are advanced by Expansão, which was based on reports by the National Bank of Angola (BNA) on the Balance of Payments and International Investment Position of Angola. Only from 2018 did the documents show the origin of the investment.

Thus, since that year, it is known that the United Arab Emirates are the main source of foreign investment in Angola, in sectors that exclude oil, with a total of US $ 312.4 million invested in the country.

From Mauritius, US $ 124.6 million, Hong Kong, 55.3 million, Switzerland, 17.5 million, Lebanon, 16.2 million and Singapore, one million.

Conversely, it is also in these tax havens that most Angolans concentrate their investments. It is advanced that in the second quarter of this year, 82 percent of the investments of residents in Angola (national or foreign) would be in Singapore (1,071 million dollars), Mauritius (830,5 million) and Isle of Man (197 million).

"These places allow investors to hide their identity, which is why internationally efforts have been made to end these tax havens and / or limit access, since the existence of these places has allowed those who have acquired wealth illicitly can recycle and reinvest after a lawful way. I believe that the regulator (in this case the BNA) should look better at this situation, after all the exit of these values ​​(in the form of "investment") is communicated and often needs authorization from the regulator ”, considers Fernandes Wanda, a researcher at Universidade Agostinho Neto, to Expansão.
