Presidential order 247/22, of 26 October, states that, in 2015, contracts for the electrification of the agricultural sector program were approved in the scope of Luminar Finance financing, and the Ministry of Agriculture was authorized to enter into contracts with the company Agricultiva, Limitada.
According to the order, the contract for the construction and implementation of an electrification project in the agricultural project in the city of Malanje was transferred to the province of Cuanza Sul, thus making it "necessary and urgent" to transfer it to the Ministry of Energy and Water of the "financial space negotiated with Luminar Finance", in the respective line, replacing the electrification project of the agricultural sector program, as well as the revocation, by agreement, with Agricultiva, Limitada.
The document stresses that only the electrification project in the agricultural project in the city of Malanje, in this province, escapes revocation.
In this context, the works contracts for the construction and implementation of an agricultural project in Camacupa, Bié province, worth a total of US$8.7 million, were revoked.
In Moxico province, the contract for the construction and implementation of an electrification project in the Camaiangala agricultural project, worth US$4.9 million, was revoked, while in Benguela the contract for an electrification project in the agricultural project was revoked. Cubal, in the amount of 4.1 million dollars.
Contracts were also revoked in the provinces of Moxico, Uíje and Zaire, for the electrification projects of the agricultural projects in Luena (US$4.2 million), Negaje (US$4.3 million) and Nzeto (US$4.3 million), 3 million dollars), respectively.
The Minister of Agriculture and Forestry is authorized to perform all the necessary acts for the revocation agreement of the electrification contracts of the agricultural sector program signed with the Agricultiva company.
"The transfer of the financial space negotiated with Luminar Finance to the Ministry of Energy and Water is authorized to replace the electrification project included in the agricultural program of the Ministry of Agriculture", determines the order.
Luminar Finance on its website claims to be "a world-leading provider of financing solutions for emerging market countries", focusing on sub-Saharan African countries.
As the newspaper Expansão found out, the company, founded in 2003, only finances projects in countries that have contracts with the Mitrelli group.
