New political-administrative division foresees the construction of more than 20 new administrations

The Minister of Territorial Administration, Dionísio da Fonseca, informed that, within the framework of the implementation of the new political-administrative division, 22 new municipal administrations will be built in the country.

According to a government statement, to which VerAngola had access, these more than 20 new administrations concern the 162 new municipalities in the country.

"A total of 22 administrations, of the 162 new municipalities in the country, should be built, as part of the implementation of the new Political-Administrative Division, and the facilities for the others are already available", the statement reads.

The announcement was made by the minister after the ordinary meeting of the Council of Ministers, held this Tuesday, which assessed the "Draft Presidential Decree approving the Action Plan for the Implementation of the new Political-Administrative Division (DPA)".

According to the statement, this diploma includes a "set of essential tasks that must be implemented in an integrated and linked manner, for the preparation and organisation of the administrative, human and material conditions indispensable for the functioning of the bodies and services of the State Local Administration, at each level".

On the occasion, the minister said that this Tuesday was also "within the framework of the approval of the new State Budget Bill, ensuring the existence of financial resources for the construction of these and other infrastructures".

The head of the Territorial Administration portfolio also highlighted the need to build infrastructures in the area of ​​mobility for the future provinces of Icolo and Bengo, Cuando and Moxico Leste.

"It is necessary, especially for the two most remote provinces, to build roads so that we can access the provincial capitals and ensure the existence of technical conditions for the construction of infrastructures and for the development of these territories", he pointed out, quoted in the statement.

In addition, he also indicated the "need for infrastructures linked to the health, education and transport sectors, such as new airfields or airports, and in the administrative area to ensure the services of justice, the interior, public administration, among others".

In view of this plan, according to the minister, "some transitional rules" were determined with a view to ensuring that "public services continue to be provided uninterruptedly" throughout the country.

He therefore considered that the creation of new provinces and municipalities cannot give rise to the slumber of public services: "In other words, the fact that new provinces and new municipalities are being created means that we cannot have lethargy in the functioning of public administration".

The minister also guaranteed that services will continue to be provided, given that it was defined that "the current bodies of the State Local Administration will continue to operate fully until the appointment and start of operations of the new heads of the new provinces and municipalities".

Quoted in the statement, Dionísio da Fonseca added that "during this period it will be necessary to ensure that no acts are carried out that, in any way, reduce the assets of these territorial units, particularly in relation to movable and immovable property that is currently assigned to these territorial units".

"On the other hand, he mentioned that in the area of ​​granting land rights, the Executive will, also during this transition period, suspend the granting of rights over land, in cases of public interest and with the authorisation of the Minister of Territorial Administration", the note reads.

According to the minister, the action plan to implement the new DPA is "structured in eight axes of intervention", starting with the "establishment of the Installation Committee at central level, coordinated by the Ministry of Territorial Administration, with the integration of representatives from other ministerial departments".

Other areas of focus include "the human resources that must be available to these territorial units, the approval of a set of legal instruments appropriate to the new DPA, to facilitate its implementation, the essential infrastructures for the functioning of the new bodies and services", as well as "reorganisation and institutional administrative adaptation, inventory of assets, communication and citizen participation throughout the process and issues related to the budget process".

"The law came into force on 5 September this year, but for the bodies to function, financial resources are necessary. And this work has now been done with the approval, at the level of the Council of Ministers, of the Bill approving the General State Budget for the 2025 financial year", the minister also pointed out.
