Speakers ask PR for “clarity on autarchies” in speech to the nation

Speakers at a conference on Thursday asked the President to “clarify” the issue of local authorities, in his speech on the State of the Nation, considering that local authorities will reflect what Angolans want in the management of the country.

The President of the Republic, João Lourenço, delivers on Saturday, October 15, a speech on the State of the Nation at the opening of the first parliamentary year of the V Legislature of the National Assembly of Angola (2022-2027).

In the antechamber of João Lourenço's speech, politicians, political scientists and journalists pointed out, during a conference in Luanda, the themes that should guide João Lourenço's message asking for a clear approach on the municipalities, which for one of the speakers is also "the MPLA's wish, in the power".

"I believe that, this Saturday, the President will be able to shed some light on the issue of municipalities", said Faustino Mumbika, deputy of the National Union for the Total Independence of Angola (UNITA).

Mumbika, who was one of the speakers at the "Conference on the State of the Nation", said it was necessary for João Lourenço to "speak clearly" on the issue of municipal elections, because in his inauguration speech "he left many gray areas" on the subject.

For UNITA deputy, João Lourenço, in his speech to the nation, he should also "bring some promises and reinforce others that he has already made" because "the balance has been little in what is characteristic of previous speeches".

"The general rule is more promises, it is obvious that many have already made them and you can reiterate and one or the other could be new", pointed out the politician from the "maninhos" party.

Milonga Bernardo, deputy of the Popular Movement for the Liberation of Angola (MPLA), said he believed that throughout this legislature the "municipalities will happen", recalling that only a single diploma of the municipal legislative package remains to be approved.

"And I believe that the biggest challenge is now in the National Assembly, the deputies will have to approve this last package so that the subsequent steps for the realization of the autarquias can then be marked", stressed the MPLA deputy.

The elections for local authorities, maintained Milonga Bernardo, "is everyone's wish, in fact the MPLA wants the local authorities, the President of the Republic also wants the local authorities".

In addition to the municipal component, the MPLA deputy believes that João Lourenço's message will be very focused on social issues, as were the promises of the electoral campaign, especially on the subject of education, health, electricity and others.

"A message also about those that will be the great challenges for this year and saying that it is just the first year of a five-year legislature", stressed the politician.

Journalist Reginaldo Silva considered that all citizens are waiting for the municipal elections which, in his opinion, "will effectively say what Angolans want in terms of managing the country".

"Those who govern have not made major changes in the way they look at the country, we are currently more prepared to pressure and demand more from those who govern and we must also be more citizens", said the journalist, alluding to the disputed elections of 24 August. 

The fellow member of the ERCA - Angolan Media Regulatory Authority also hopes that João Lourenço will slightly change the way he addresses the nation and take into account the nation and not the Government's achievements.

"My greatest expectation is that, in fact, if we are going to talk about the state of the Nation, that the President of the Republic is effectively concerned with the state of the Nation, from a political, social, economic, cultural and even affective point of view, it is that there in this speech, more nation and less government", concluded Reginaldo Silva.

The "Conference on the State of the Nation" was promoted by the organization Oficina do Conhecimento.

The President addresses to the country, at the opening of the parliamentary year, in the National Assembly, a message on the state of the Nation and the policies recommended for the resolution of the main issues, promotion of the well-being of Angolans and the development of the country, as established in the article 118 of the Constitution.

This year, parliament will have the opposition in a prominent place for the first time, as UNITA won almost twice as many seats in the August 24 elections and managed to elect 90 deputies, out of a total of 220.

It is the only parliamentary group, in addition to the majority MPLA, that has governed the country since 1975 and emerged victorious in the five elections already held in Angola.

The remaining six deputies are distributed among the debuting Humanist Party of Angola, the historic nationalist Frente Nacional de Libertação de Angola (FNLA) and the Social Renewal Party (PRS).

These political organizations elected two deputies, each insufficient to form a parliamentary group.
