José Leiria, who opened the 1st National Forum on Integrity, organized by AGT, said that one of the most common tools for ensuring that the integrity of a server "is unattainable" is transparency.
The person in charge highlighted the importance of integrity when choosing a civil servant for a position, highlighting that, in the first instance, one does not look at "the person who has the most technical capacity", but rather at "the person with the most integrity".
"He who will look at the processes and (whose) morality does not allow him to decide differently from what he should decide", highlighted José Leiria.
According to the president of AGT, the main challenge that integrity presents is that there are no defects, including undue "merit".
"Often, we, as members of a certain community, company or state administration body, think that we deserve more than what is given to us and this ends up undermining our integrity", he stressed.
The forum, under the theme "Together for More Integrity Institutions", addressed topics such as the "Integrity Strategy in Public and Private Institutions", the "Effectiveness of Integrity Programs and their Impact on the Formation of an Integrity Culture in Organizations" and "Integrity as a Principle of Good Management".
The director for Business Strategy at the Port of Luanda, Cesaltino Cassuanga, said, on the other hand, that, with regard to fraud or illicit activities in many organizations, the problem is not with people, but with the vulnerability of institutions.
"It is not by changing people that we solve the problem, if we change people and the vulnerabilities continue, the problem remains", he highlighted.
The forum aimed to promote a culture of integrity and combat perverse practices in the performance of institutions, as well as good public and corporate management.
