At issue is the emergency plan for the implementation of an integrated project for works in the municipalities of Benguela, Lobito and Baía Farta, with a view to halting landslides and soil instability that, "in a cyclical manner have been occurring in the rainy seasons in several locations in the province, causing damage, as well as the loss of human life in the municipalities of Benguela and Lobito.
The construction and repair of the infrastructure will be carried out according to a preliminary study, having been approved by the Ministry of Finance the financing conditions presented by the company ASGC UK Limited, from the United Kingdom.
Through the order, President João Lourenço authorizes the expenditure and formalizes the opening of the simplified contracting procedure to proceed with the emergency works in the design/construction regime, including the respective supervision, in the amount of 415 million euros.

The President authorized the opening of a process of direct agreement in the amount of 415 million euros for the carrying out of emergency works in the province of Benguela, according to a presidential order to which Lusa had access.
