General Inspection of State Administration receives an average of 100 denunciations per day

The inspector-general of the State Administration (IGAE) said this Tuesday that he receives 100 denunciations daily, mostly related to violation of budget rules, through contracts prejudicial to the State.

Sebastião Gunza was speaking to the press at the end of the conference on the "Internal Control System", which began on Monday and ended on Tuesday in Luanda, stressing that the complaints arrive in writing and by telephone and many are made in person, but there is a lack of human resources to respond.

"We have had a daily average of 100 denunciations, the demand for the inspectorate-general is high. We, as inspector-general, are in a reform process, to call for more staff, those who come from the sectorial inspectorates, that is, from the provincial commands, from the now extinct ministries, to enlarge the army of the General Inspection of the State Administration, to also help us to respond to the demand of the denunciations", he said.

The official stressed the need to continue urging the population to denounce the acts of improbity practiced by public agents.

"The most flagrant cases are of deviations from the rules of the General State Budget, and these generally happen within the framework of some contracts that can be pernicious to the GSB. This is the biggest evidence," he pointed out.

According to Sebastião Gunza, "some managers have fine-tuned their cunning mechanisms and, through public contracting, are able to divert some of the resources allocated to the institution for unacknowledged purposes".

"We can say that, today, we have comparative samples that leave us more relaxed, in the sense that, in the past, we went to the institutions and found obvious bad examples of managers who took public resources, values, and put directly into accounts of people linked to them or into their own accounts, today this is almost impossible", he assured.

The new framework, continued Sebastião Gunza, is the result of IGAE's actions and of the work to sensitize administrators and governors.

"Within the framework of the principle of general prevention, people have been warned and that is why they are taking more and more care with expedients. Some - those who intend to commit fraud and embezzlement of public resources - are fine-tuning the mechanisms so that when the IGAE goes there they are not caught in flagrante delicto or even the indications are not very evident," he stressed.

For his part, the Attorney General of the Republic, Hélder Pitta Grós, who was responsible for closing the conference, considered that the current operation of the IGAE has been a determining factor for all activity, whether in preventing or fighting corruption.

"Because we already have the Inspectorate-General created several years ago and only with its functioning, in the new molds, have we found results in this. As a result of this work we have many criminal cases brought against various figures at all levels of the Government, as a result of the work done by the inspectorate," he commented.

Hélder Pitta Grós said that the frequent and current activity of the IGAE with the ministries, provincial governments, institutes and public companies "makes with that there is less appetite for the treasury.

"If we check the numbers we had in 2017 and those we have today, we will say that to the order of more than 500 percent [increase in criminal cases]. But we cannot disclose what the IGAE sends, because it will still be subject to treatment, we cannot put it into question without having consolidated proof of the work that the IGAE does and sends to us, and we can never put into question, from the outset, the good name of the people, immediately disclosing the facts that exist against that person," he stressed.
