President authorizes expense for transportation of scholarship students from Brazil and Cuba

President João Lourenço authorized the expense and formalized the opening of the simplified contracting procedure for the acquisition of air transport services for scholarship students in training abroad, especially in Brazil and Cuba.

In Presidential Order No. 131/20 of 22 September, consulted by Lusa, the President of the Republic states that the transportation of scholarship students from the National Institute for the Management of Scholarships (INAGBE) will be provided by the airline TAAG.

The measure, which is observed in the legal diploma, aims to speed up the transportation of Angolan scholarship students “meeting the urgency”, from the Angolan territory, with charter flights for repatriation in the context of the pandemic.

“And because TAAG is the only airline that, from Angola, has direct international routes to or from the cities of São Paulo (Brazil) and Havana (Cuba)”, the document reads.

According to the dispatch, this simplified contracting procedure, “by the material criterion”, to ensure the provision of transportation services for INAGBE scholarship holders “must comprise specialized services for booking, issuing, booking and canceling airline tickets, including the rental of aircraft".

The minister of Higher Education, Science, Technology and Innovation, advances in the presidential order, powers are delegated for the approval of the simplified hiring procedure, verification of the validity and legality of all acts performed within the scope of this process.

“The realization of the expenses inherent to the transportation of INAGBE scholarship students, in training abroad, for the present procedure is ensured in full by the ordinary resources of the Treasury provided for in the State Budget 2020”, justifies.
