PR authorizes secondary schools to charge fees

Public secondary schools will be authorized to charge fees, the amount of which is yet to be defined, according to a presidential order that Lusa had access to this Tuesday.

The diploma signed by João Lourenço on September 11th justifies that "school revenues constitute an important alternative slice of funding for public secondary education institutions," so collecting them will increase the financial resources needed for their needs.

The collection of fees and emoluments for the services provided by secondary schools should be ensured by the Ministries of Education and Finance, in accordance with the decree, which gives the two tutelage the powers to approve and define these values.

In September 2019, the authorities decided to prohibit the collection of any emoluments in public education institutions in Luanda, justifying the "non-existence" of a legal diploma for that purpose and that the previous charges were "arbitrary".

"The law provides for charges in schools. What happens is that there is no regulation fixing the prices and the elements to be charged. And the law says that the executive authorizes collection in schools and that legal authorization does not exist," José Filho, legal director of the provincial education office in Luanda, told Lusa at the time.

According to him, there is a legal void that stems from the lack of a specific regulation to "normalize collections in light of the law" and also to "define what will be the purpose of the money collected.

After the announcement of the measure, school principals in Luanda claimed that the end of fee collection created financial difficulties for the daily management of educational institutions.
