Teresa Dias, who was speaking at a press conference after the signing of a cooperation agreement with Cape Verde on human resources management, administrative reform and citizen support services in Luanda, said that the Government has been working within the scope of the agreements reached with civil service unions on career progression for civil servants who had been "stagnant" for several years.
"We have even increased staffing levels to meet demand", said the minister, highlighting that her ministry had the support and resources of the Ministry of Finance.
According to the minister, in order for career progression to occur, the financial aspect must also be guaranteed, because "those who move up in the career ladder automatically change their remuneration".
"And sometimes, it is not an isolated problem of MAPTSS [Ministry of Public Administration, Labour and Social Security], it is a set of bodies that must be aligned for this to happen", she stressed.
"So we are studying the best ways, the best performances, so that we can have career progression without much noise", added Teresa Dias, stressing that the Government intends to "find space" so that all civil servants can understand when they can progress in their career, ensuring transparency in the process.
Teresa Dias stated that this was one of the points in which Angola sought the experience of Cape Verde, which "is doing very well", despite not having the number of civil servants that Angola has.
The minister stressed that, in Angola, through the public administration reform programme, some improvements are already being seen in terms of the management of its human resources, however, not yet at the level that is desired.
The minister stressed that the management of human resources in Angola still depends on the Ministry of Finance, and that she intends for this responsibility to be transferred to the ministerial department in charge.
"For now, we have been sharing responsibilities and resources, and this is often not efficient. This would be one of the paths we intend to follow in the short term", stated Teresa Dias.
According to the minister, the aim is for MAPTSS to be able to independently assume responsibility for managing human resources.
"It has not done so yet, because this is how the system was set up, but this is not how it has to remain", she stressed.
The Minister for Modernisation of the State and Public Administration of Cape Verde, Edna Oliveira, is on a working visit to Angola to strengthen cooperation relations with the country.
