Vera Daves de Sousa, who was speaking to journalists at the end of the 6th ordinary meeting of the Economic Commission of the Council of Ministers, chaired by President João Lourenço, said that the measure was taken due to "a strong change in circumstances" of assumptions that were on the basis of the elaboration of the General State Budget (OGE) 2023.
According to the minister, the 2024 State Budget proposal is already being prepared, which "makes the budget review process unfeasible".
"We proposed and it was accepted to follow the path of captivating expenses, to guarantee the defense of the sustainability of public finances, without jeopardizing the maintenance of expenses that are considered fundamental and a priority", said the minister.
The holder of the Finance portfolio stressed that the approved proposal foresees the captivation procedure, namely 50 percent of the expenses of basic activity and development support, as long as they are not related to activities that are considered a priority.
The proposal also foresees captivation of public investment program expenses, which are financed by resources ordered by the Treasury, provided that the physical execution is below 80 percent and the captivation of expenses of public investment projects covered with internal or external financing, that require advance payment with ordinary resources to the Treasury.
"As a result, all projects that are 100 percent secured with internal or external funding will not be captivated. What will be captivated are projects with financing with a level of physical execution below 80 percent", stressed the minister.
