CNE says voter file was “good” in the audit, but content is unknown

The National Electoral Commission (CNE) this Monday approved the audit report on the files used to prepare the electoral roll, revealing that it is in compliance and classified as “good”, without disclosing the content.

Last Friday, the CNE spokesperson said that the body carried out an audit of the files and the technological solution of the electoral process, after several criticisms by the National Union for the Total Independence of Angola (UNITA), promising that the report would be made public.

Two days before the elections, Lucas Quilundo announced that the report was approved this Monday in a plenary session, but did not provide clarification on the contents.

"The plenary appreciated and approved the report, having as an essential conclusion, on the part of the company that audited these two instruments, on a scale of zero to five, it attributed the classification of 'good', so the audit is in perfect conditions and in line with the principles that govern the organization", in terms of management and data protection, said the head of the CNE.

The audit of the technological solution and the Computer File of Senior Citizens (FICM) was carried out by the Italian company Inellera, which won the international public tender for the provision of this service, in which, according to the CNE, eight companies participated and which took place in March.

About what was specifically audited, Lucas Quilundo said nothing, refusing to answer journalists' questions, indicating only that the audit did not aim to exclude or purge elements from the database, namely dead voters.

"It aimed to assess its compliance with the principles that govern the performance of any audit of these types of tools", he declared.

Speaking to Lusa, Horácio Junjuvili, UNITA's representative to the CNE, said that the report contains "immense inaccuracies" and that it did not contain a date, which prevents knowing when it was done, how and under what conditions.

He added that the president of the CNE, as well as the electoral commissioners and four representatives of political parties were present, but they did not have access to the report.
