Government shut down four illegal private higher education institutions

The government has closed four private higher education institutions that were operating illegally in the provinces of Luanda, Bengo and Huambo, considering all the practiced acts, granted benefits and academic titles invalid, the ministry announced Tuesday.

In a press release, the Ministry of Higher Education, Science, Technology and Innovation states that it has conducted work with the Private Higher Education Institutions (HEIs) that have come into operation without the Presidential Decree for creation and that have admitted students illegally.

The document stresses that this process involved technical inspections, to assess the technical-pedagogical conditions, infrastructure, faculty, and educational resources, with a view to their creation under a Presidential Decree.

After evaluating these elements, the note continues, it was determined that the institutions "obtained a negative result, so the request for their creation was rejected.

The Ministry of Higher Education, Science, Technology and Innovation disapproved and compulsorily closed in Luanda province the Higher Private University Institute of Boavista, located in Boavista neighborhood, and the Higher Polytechnic Institute of Ramiros, in Ramiros neighborhood, the Higher Polytechnic Institute of Panguila, located in Bengo province, and the Higher Polytechnic Institute of São Pedro, in Huambo province.

"They operate illegally, without a Presidential Decree of creation, and their courses are also illegal, so that all the acts practiced and the benefits granted, as well as the academic titles eventually awarded, are invalid and without any academic effects, under the terms of article 122 of the basic law of the education and teaching system (law No. 32/20, of 12 August - law amending law 17/16, of 7 October)," the statement said.

The government assigns "full responsibility" to the promoting entities "the damage or losses caused to third parties."

"The Ministry of Higher Education, Science, Technology and Innovation appeals to citizens that when approaching a Higher Education Institution, request the Presidential Decree that creates it and the Executive Decrees that create the courses, both published in Diário da República (Official Gazette)," it stresses.
