The expense, according to a government statement accessed by VerAngola, was approved by presidential order.
"The President of the Republic, João Lourenço, through Presidential Order No. 181/23, of the 24th of this month, authorized the expense for opening the Simplified Contracting Procedure, by material criteria, with a view to awarding the Contract for Public Works for Urban Requalification of the City of Lubango, worth 287.3 million", reads the statement.
In addition to building and upgrading the roads, "over a length of approximately 90.44 kilometres, the upgrading includes the execution of complementary services such as the collection and treatment of solid waste, water collection and distribution, rehabilitation of public buildings and lighting", adds the statement.
The order also establishes the supervision of the requalification contract "with an expense of 2,895 million".
According to the communiqué, "the Minister of Public Works, Urban Planning and Housing is delegated competence, with the ability to sub-delegate, for the practice of all decision-making acts and supervisory approval, including the preparation of procedural documents, adjudication, celebration and signing of contracts".
The Ministry of Finance, on the other hand, must guarantee "the financial resources necessary for the proper execution of contracts, as well as the registration of projects in the Public Investment Program (PIP)".
According to the government's note, the aforementioned requalification is included in the "integrated infrastructure construction program being implemented at country level".
