BNA is studying an increase in the minimum capital of banking financial institutions

The director of the National Bank of Angola (BNA) Rui Miguéns announced this Friday an assessment of the possibility of restoring the minimum capital of banking financial institutions.

Rui Miguéns, who closed the XII Banca Forum promoted by the newspaper Expansão, said that the Angolan central bank intends to promote a minimum capital increase for banking financial institutions.

“Precisely so that they can be solid enough to face these challenges and also recover a little the capacity of their balance sheets to act as financial intermediaries”, said Rui Miguéns.

In his intervention, the BNA administrator answered some questions raised by the participants about the regulatory costs and limitations on commissions, which the central bank has issued.

On “the interpretation that may exist that it would be an inappropriate intervention”, Rui Miguéns defended that banking activity should not be sustained with commissions, “but on financial intermediation”.

“Commissions are sources not of income, but of cost coverage, which is why our policy has been to ensure that banking institutions in their commission have primarily a cost-covering and not an income-generating function” , he stressed.

According to Rui Miguéns, the objective of the BNA is to protect consumers, because “it is not so easy for a bank customer to change banks overnight”.

“So we have limitations, barriers, that prevent the free movement of a bank customer and this generates a kind of natural monopoly, which has to be circumvented with regulation and that is the intention of regulation with regard to commissions and other recipes”, he added.

“We are not regulating interest rates, we are not regulating financial intermediation, the bank's gains in financial intermediation, this can generate tensions and pressures on the balance sheets of financial institutions”, said the BNA administrator, reinforcing that “in this business it is It is important that the solidity, the base, the capital of the institutions, be the main stone on which the ability of the institutions to carry out their business is based”.
