They reopen cultural and artistic activities “with a seated audience only”. Beaches remain suspended

The Ministry of Culture, Tourism and Environment allows cultural and artistic activities to be carried out only with the audience seated and keeps the opening of beaches suspended within the framework of the measures of deflation due to the covid-19.

The measures that are expressed in executive decree nº19 / 20 of 21 July, presented this Monday at a press conference, apply throughout the territory with the exception of the province of Luanda and the municipality of Cazenga, in Cuanza Norte, under Sanitation fence.

According to the document that defines "concrete measures" for prevention and control to prevent the spread of covid-19, during the duration of the public calamity situation, artistic and cultural programming must be restricted to the period from 8:00 am to 10:30 pm for a maximum of two hours per event.

For cultural and artistic activities that include performances on stage, including fashion, music, theater, dance and the like, acting groups must respect the physical distance imposed by the authorities by a minimum of two meters.

The ministerial body notes that it is the responsibility of producers and promoters of events to ensure scrupulous compliance with biosafety measures.

Regarding sightseeing tours, the executive decree states that tourist tours should not exceed 12 members, strictly respecting the imposed biosafety measures.

Frequent hand hygiene, reduced vehicle filling, mandatory use of face masks and physical distance of at least two meters must be observed.

Priority assistance to the elderly, hypertensive, diabetic and pregnant women, "guaranteeing an agile flow that guarantees their minimum stay in public areas", constitute some biosafety rules for travel and tourism agencies.

As for entertainment establishments, already open since 22 July with a seated audience whose occupation should not exceed 50 percent of its capacity and with a maximum of 150 individuals, "automatic payment should always be preferred".

According to the legal diploma, only two events per day are allowed in these establishments, with a maximum of two hours per event and with an interval of five hours between events, "there must be strict disinfection in this interval".

The opening of gambling houses, pubs, bars, nightclubs and other similar establishments "remains suspended as long as the public calamity lasts".

The decree signed by the Minister of Culture, Tourism and Environment, Adjany Costa, observes that failure to comply with the measures provided for in the document "constitutes a crime of disobedience punishable under the law".
