Parliament votes on appointments to the National Electoral Commission this week

The National Assembly will vote at its next plenary meeting, scheduled for June 19, on the appointment of new members to the National Electoral Commission (CNE), after the Constitutional Court rejected the actions brought by UNITA.

The decision was announced this Thursday by the Secretariat of the Board of the National Assembly, which highlighted that "the conditions for scheduling" the vote are in place, after the Constitutional Court (TC) considered the two lawsuits filed by the parliamentary group of the National Union for the Total Independence of Angola (UNITA) to be unfounded.

The rulings in question are No. 990/2025 and No. 994/2025. The first declared the precautionary measure filed by UNITA to be extinguished, while the second unanimously rejected the challenge to the distribution of positions in the CNE, considering that there had been no violation of the Constitution.

The plenary meeting on the 19th will also vote on the proposed Law on the General Regime of Public Funds and discuss, in general terms, four other legislative proposals: the Disciplinary Regime for National Police Officers, Decorations and Distinctions of the National Police, Codification of Territorial Units, and the amendment to the Securities Code.

The law, presented by the Executive and approved conclusively, aims to establish a uniform legal framework for public resources — financial reserves for specific purposes, financed with resources from the General State Budget (OGE) — ensuring criteria for legality, evaluation, control and termination.

According to the proposal, no fund may be created or receive financing without prior authorization from the National Assembly or without being registered in the OGE, with the aim of "disciplining the operation of the funds, preventing their uncoordinated proliferation and strengthening the trust of citizens and international partners".

The law covers existing funds, such as the Angolan Sovereign Fund, the Social Support Fund and the Road Fund, establishing a transitional regime for adaptation to the new legislation.

In the area of ​​oversight, Parliament will analyze the State Budget Execution Report for the fourth quarter of 2024, in the exercise of its constitutional oversight powers.

The conference of parliamentary leaders also expressed their condolences over the death of UNITA deputy Diamantino Mussokola.
