"Sonangol, as part of its responsibility to implement and seek funding for the Lobito Refinery project, signed a memorandum of understanding with the company China National Chemical Engineering (CNCEC) on Tuesday in Beijing, China, which could lead to the signing of a contract to build the infrastructure," the ministry's statement said.
According to the ministry, the ceremony was witnessed by the Minister of Mineral Resources, Oil and Gas, Diamantino Azevedo.
The refinery will be able to process about 200,000 barrels of oil per day.
