An intersectoral commission, coordinated by the Minister of State for the Social Area, Dalva Ringote, is already preparing the meeting that should take place under the motto "Education, Culture of Peace and African Citizenship as Tools for the Sustainable Development of the Continent".

The Luanda Biennale, a meeting that results from a decision of the 24th Session of the Assembly of Heads of State and Government of the African Union in 2015, should bring together heads of State and Government from the continent and the world, young leaders and international organizations.

The Government, in a statement, refers that financial institutions, the private sector, civil society, scientific, artistic and sports communities should also participate in the meeting to address crucial issues on the continent and promote the prevention of violence.

A memorandum of understanding signed on June 20, 2023 between the Government, through the Bienal de Luanda, and the Organization of African, Caribbean and Pacific States (OEACP) was also under analysis at the level of the preparatory body.

Ensuring the active participation of the OEACP and the member states of the organization's six regions, supporting the mobilization of resources from partners and actors and identifying joint initiatives that can be integrated into the Luanda Biennial program are some of the axes of the aforementioned memorandum.

The 2nd Bienal de Luanda took place between the 27th and 30th of November 2021.
