The President, João Lourenço, in order no. 161/22 of 17 June, consulted this Tuesday by Lusa, authorizes the expense and formalizes the opening of the simplified contracting procedure for the contracting of works for lots Q2, Q6 and Q7 of the Quilonga Grande project.
The head of state also approved the drafts of the works contracts for the execution of the three lots, which "after eight years already had external financing that did not materialize".
According to the presidential order, the works for the three lots are guaranteed financing by the company Euler Hermes in the Standard Chartered Bank credit line, whose proposal was presented by the consortium made up of the companies CNT BAU Gmbh, Gauff Gmbh & Co. Engineering KG, Casais Angola – Engenharia e Construção SA and Opaia, SA.
The contract for lot Q2, for the study, executive project and implementation of ETA (Water Treatment Company) pipelines Quilonga Grande for six distribution centers in the capital, is budgeted at 333.023 million euros.
The contract for lot Q6, for the study, executive project and construction of the Water Distribution Centre, comprising reservoirs, an elevated tank, including a pumping station and others, has a value of 11.5 million euros.
Lot Q7, which comprises the study, executive project and construction of CD Capalanga, has a value of 13 million euros.
The presidential order, already published in Diário da República, states that the measure aims "to respond to the need to address the deficiency in water supply and expansion of the distribution networks of the Angolan capital, due to the limitation of the installed capacities of the existing systems".
João Lourenço authorizes the Minister of Energy and Water to enter into contracts with the consortium and the Minister of Finance to start negotiating the loan and sign all documents and contracts that are necessary for the financing of contracts within the scope of the Euler Hermes company guarantee.
In order to update the scope of work of the contracts referring to lots Q1, Q3, Q8 and Q10 of the same project, the President authorizes, also in order, the signing of addenda to the works contracts of these lots with the company Sinohydro Construction Limited in a global amount of more than 36.6 million dollars (34.7 million euros).
In another order, the President authorizes the expense and formalizes the opening of a simplified contracting procedure, based on material criteria, for the acquisition of a consulting service to support audits of tax returns and accounts of oil companies, referring to the years 2021 and 2022, with the company Deloitte & Touche, in the amount of 5.8 million dollars (5.5 million euros).
