The opening of this public tender, throughout the territory, is expressed in an order of 7 June signed by the Minister of Education, Luísa Maria Alves Grilo.
According to the document, to which Lusa had access, the public tender results from the memorandum of understanding between the Ministries of Education, Public Administration, Labor and Social Security and the National Union of Angolan Teachers (SINPROF) dated 24 April 20201 .
The public access competition, which takes place between June this year and January 2023, "should be held simultaneously in all Angolan provinces for the 18,624 teachers who were admitted by the year 2013".
Access for this competition, say the authorities "is the change from one category to another immediately higher, within the same career, according to the length of service in the sector".
Being a staff member and having participated in the career transition in 2019, length of effective and uninterrupted service in the category as permanent for more than five years and a positive performance evaluation of not less than 13 points are some of the requirements for admission to the competition.
Candidates who transit in a linear fashion, who are on the verge of retirement and with more than ten years of service "will have priority selection in the first stage of the process", ensure the authorities.
Luísa Maria Alves Grilo also determines that after the end of the tender procedure in January 2022, the competent bodies must change the SIGFE (Integrated State Financial Management System) of the category to which the 105,000 teachers were promoted.
The remaining 76,624 teachers "will be added by January 2023".
Last April, SINPROF suspended a strike after the signing of the aforementioned memorandum of understanding, following a meeting on April 24, with union members not discarding the resumption of the strike in case of non-compliance by the employer.
A claim notebook, containing ten points, has been the subject of negotiation for two years between SINPROF and the Ministry of Education.
