Government will finance and produce more than three million school books

The Government has planned to produce 3,057,096 school books for the Initiation class by 2030, within the scope of the National Textbook Policy (PNLE).

The production of 29,686,452 books for classes 1st to 4th and 14,981,004 copies for classes 5th and 6th of Elementary School is also planned.

The PNLE recognizes the schoolbook as an essential tool in the teaching and learning process and its decisive role in the integral formation of the individual and preparation for life in society, says the Government in a statement to which VerAngola had access.

According to the Executive, the objective is to promote the development of knowledge, skills, attitudes, values ​​and ethical principles, with a priority focus on children and young people.

To this end, it establishes a legal and institutional framework that guides the preparation, editing, production, distribution, use, reuse and conservation of school books.

The measure covers public, public-private and private educational institutions, from Early Childhood Education to Secondary Education, in accordance with the Law of Guidelines and Bases of the Education and Teaching System.

"The PNLE constitutes a legal-normative and didactic-pedagogical instrument that regulates all processes related to the production and use of school books, and applies to school books and other curricular materials at the levels of Early Childhood Education, Elementary Education and Secondary Education, in the subsystems of General Education, Technical-Professional Education, Teacher Training, Adult Education and in differentiated teaching modalities", adds the note.

The document also establishes specific rules for the preparation, editing, evaluation, certification, graphic production, distribution, validity, reuse and preservation of school books, and constitutes a guiding strategy for public policies in the area of ​​education, aligned with practices adopted in other regions and international contexts.

The PNLE is structured around two main interconnected axes. The first addresses the preparation and editing of the textbook and the second focuses on the graphic production and validity of the textbook, for a period of five years from the first year of its publication, and may be reprinted annually according to identified needs.

Among the administrative assumptions, the PNLE highlights that the textbook must be prepared and edited by publishers authorized for this purpose, which must acquire the terms of reference, under the terms defined by public notice, which must be prepared based on national curricular guidelines, including curricular programs and standards that support the evaluation criteria.

As for the didactic-pedagogical assumptions, the document determines that the school book must be written in Portuguese, as it is the language of instruction in the Republic of Angola, without prejudice to its preparation in national languages ​​of African origin and in foreign languages, whenever these appear as subjects in a given study plan.

According to the Presidential Decree, the content of the schoolbook must enhance the interconnection between the reproductive and application levels of learning, considering the cognitive, socio-affective and psychomotor domains, in addition to highlighting situations inherent to the Angolan, African and universal reality, as well as using content contextualized to local specificities.

The textbook, as also indicated by the Presidential Decree, must be adapted to other alternative formats, with emphasis on Braille, taking into account the inclusion of teachers and students with visual impairments, which demonstrates a concern with accessibility and inclusion in the educational system.

The textbook evaluation will be carried out by a multisectoral commission created by the head of the Ministerial Department responsible for the Education sector, based on standards and criteria to be defined in a specific diploma.
The financing of the actions provided for in the PNLE will have as its main source the General Budget of the Union for the textbooks of the Initiation and Elementary Education classes, while for the High School books the actions for elaboration, editing, graphic production and distribution will be the responsibility of the publishers and printers authorized for this purpose.

The books produced are the property of the State and are mandatory for use in all institutions that adopt the official curriculum.

The process of monitoring and evaluating the implementation of the PNLE will prioritize modalities such as continuous monitoring and review, internal and external evaluation.
