The reports of the two diplomas – the proposed Law on the Institutionalization of Local Authorities (initiative of the President) and the draft Law on the Effective Institutionalization of Local Authorities, an initiative of the National Union for the Total Independence of Angola (UNITA) – were both approved with 40 votes in favor.
These legislative initiatives will be submitted to the plenary, in general, in the session on the 23rd.
According to deputy Lurdes Kaposso, rapporteur of both documents, the presidential initiative bill determines the acts and formalities for the institutionalization of local authorities, as well as the essential tasks to ensure a "responsible and efficient transition" of administrative bodies State location for local authorities.
Regarding the bill sent by UNITA "as a matter of urgency", Lurdes Kaposso said that it aims to institutionalize and effectively create local authorities in the country and determine the acts and formalities for its implementation.
The Government once again rescheduled laws for the municipal legislative package after several criticisms from the opposition and civil society regarding the alleged "lack of political will" from the MPLA, the party that supports the Government.
The accusations and criticisms have been rejected by the Popular Movement for the Liberation of Angola (MPLA).
To journalists, the MPLA deputy admitted that both diplomas will deserve an in-depth analysis in general and in particular, stating that she will propose their merger.
"As the rapporteur of two diplomas that are similar, I will ask the two proponents to create a single diploma, because the most important thing is that we, as legislators, present a law to the country that deals with the institutionalization of local authorities", she argued.
In general, the specialty committees also approved the proposed laws on the Remuneration Statute of Holders of Bodies and Services of Local Authorities and on the Organization of the Municipal Guard.
The proposals to amend the Law on International Judicial Cooperation in Criminal Matters, the law amending the Law on Preventing and Combating Money Laundering and the Financing of Terrorism and the Proliferation of Weapons of Mass Destruction, amending the Law on the Prevention and Combating Terrorism and amending the Penal Code were also approved this Tuesday in the specialty.
