João Lourenço suspends departures abroad of members of the central and local government

The trips of ministers, secretaries of state, governors and deputy provincial governors of Angola abroad will be suspended from the 15th of May, according to an order by President João Lourenço published in Diário da República.

The suspension will remain in force "until the investiture of the President of the Republic resulting from the General Elections of 2022", as established in number 1 of Presidential Order No. 113/22.

In the preamble of the order, João Lourenço justifies the measure "considering that the term of office of the Executive for the period 2017/2022 is approaching", as established by the Constitution and "taking into account the need to maximize the results of the work of institutional articulation developed, as well as taking stock of the activities carried out during the term of office by the various bodies of the central and local administration of the State".

Number 2 of the order clarifies that the suspension of departures abroad does not apply only to the minister and secretaries of State of the Ministry of Foreign Affairs.

Another exception is open to "entities that travel to attend to specific and unavoidable situations, provided they are duly authorized".

Any doubts "resulting from the interpretation and application" of the order "are resolved by the President of the Republic", clarifies number 3 of the diploma.

Angola has scheduled general elections for August, in which the President of the Republic will also be indirectly elected – as provided for in the Constitution.
