ANPG in Houston to promote oil block exploration

The National Agency of Petroleum, Gas and Biofuels (ANPG) met, in Houston, United States of America (USA), with investors to promote the exploration of oil blocks in the country, under the permanent supply regime.

The ANPG, in a statement made available on its website, states that this Wednesday it organized, in Houston, the conference "Angola promotes the oil & gas sector at OTC – Houston 2022", which brought together "American and Angolan companies seeking, in United States, partners to boost their projects in the field of local content".

The session was opened by Paulino Jerónimo, president of the ANPG, who gave a summary on the development of the sector in the last five years, highlighting the "reorganization of the sector as well as the new legal diplomas that allow the production of additional resources in the different concessions" .

According to the statement, the diploma on the permanent offer was also highlighted, which makes it possible to continuously negotiate blocks that have not received proposals during the normal bidding period, in light of the permanent offer regime.

Cited in the note, the president of the ANPG underlined that the "promotion and permanent negotiation of non-adjudicated bid blocks, free areas in concession blocks and concessions granted to ANPG aims to boost investments in oil and gas exploration and production activities. through the limited public tender procedure and direct negotiation, under the terms permitted by the Petroleum Activities Law (article 44 of Law 10/04 of 12 November)".

"With this facility, we intend to receive concrete proposals from companies that already operate in Angola and also from operators who have only now decided to start negotiations with us," he added.

This regime was also mentioned by Diamantino Azevedo, Minister of Mineral Resources, Oil and Gas, as one of the highlights of the changes introduced in the national strategy for the sector, "mainly because interested companies can contact the ANPG directly and start negotiations for the exploration of blocks and free areas available".

"After taking office, President João Lourenço was alerted by the foreign operators that then operated in Angola to the collapse of the national oil sector, if concrete measures were not taken to reverse the situation. Five years later, we have results to present, because We have carried out a profound legislative change, but also because we are committed to a new model of relationship between the National Concessionaire and the operators, because we have created contractual and fiscal incentives, and because we have included the operators in a working group aimed, above all, at stabilizing oil production in our country. And it is this relationship of cooperation and mutual assistance that we want to strengthen with those who already work with us and offer to those who will soon be doing so", said the minister.

The session was closed by Ana Paula do Nascimento, consul general of Angola in Houston, who invited the businessmen to learn about the oil exploration strategy in Angola, through direct contacts with the ANPG.

Companies such as Chevron, Esso, Intanka, Sangura, RSK, Brite, Alfort/MIT, APEX, Sonangol, Sonamet, Petrolog and ANS were present at the event.
