Abreu Advogados joins forces with Almedina Group to launch book on the implementation and interpretation of VAT in Angola

Abreu Advogados Knowledge Institute, in partnership with the Almedina Group, has launched, this Thursday, May 27th, the book "Angolan VAT Code - Annotated and Commented". The book discusses the fundamental aspects of VAT and clearly explains the technical and legal components of this tax.

Mariana Gouveia de Oliveira, coordinator of the book and partner at Abreu Advogados, cited in a statement sent to VerAngola, said the implementation of VAT "was a very important step in the Angolan tax system.

This implementation "gave rise to a set of structural measures with a significant impact on the lives of citizens and companies, such as the new rules for invoicing and reporting to the AGT," she said.

Stating that they know "the main doubts and difficulties of implementation of this new tax in the Angolan business fabric" they decided, through the book, to "uncomplicate the various legal rules, in order to promote its correct application and facilitate the internal procedures of companies.

In an interview with Jornal Económico, the official explained that the "Angolan legislator tried to adapt the system to the country's reality. In other words, Angola sought to "simplify the regime" so that VAT "would be easier to implement and to supervise".

The lawyer admitted that the tax reform in Angola has been long and complex, "because it has been ongoing since 2020. However, much has been changing, stating that in addition to tax restructuring, there has also been a "paradigm shift with Angola showing itself to be more modern and open to foreign markets."

Proof of this was the "signing of the first Agreements to Avoid Double Taxation with Portugal and the United Arab Emirates. They are, however, few (two more are being negotiated with Cape Verde and China), and greater investment would be needed in this area of international taxation," he said, adding that Portugal should exploit this advantage while there are no more agreements.

"It would be interesting to see our companies establishing partnerships with European and American companies for the development of projects in Angola," he said, speaking to Jornal Económico.
