MPs approve transfer of Angolans arrested in Namibia

Angolans imprisoned in the Republic of Namibia will be able to serve their sentences in Angola, with the passage of the resolution that approves, for ratification, the agreement between the two countries on the transfer of people sentenced to deprivation of liberty.

The National Assembly discussed and approved this document this Wednesday with 168 votes in favor, no votes against and no abstentions.

The Secretary of State for Foreign Affairs, Domingos Vieira Lopes, clarified that the agreement, signed in Windhoek on April 5, 2018, aims to establish a legal framework, which allows the transfer of Angolans sentenced to deprivation of liberty in prison establishments of the Namibia, within the scope of the strengthening and deepening of the existing cooperation between the two countries.

Under the terms of this agreement, Domingos Vieira Lopes said that the transfer could take place, if the sentence was final and final in the sentencing State, and if the penalty is more than six months from the date of receipt of the transfer request.

"The Agreement stems from the need to create legal elements, aimed at strengthening the humanization of justice, so that whoever is convicted in the other State party, can serve in the State of his nationality, remaining the penalty imposed on him, thus ensuring the better conditions for achieving the social reintegration of the convict ", he clarified, in a statement to which VerAngola had access.

The sentencing State must ensure that the person concerned expresses his consent in writing to carry out the transfer, knowing that it must be governed by the law of the sentencing State.
