Payment of scholarships to students abroad costs the state more than one billion kwanzas

The payment of supplements to the scholarships of Angolan students who are studying abroad costs the state more than one billion kwanzas per month. According to the Minister of Higher Education, Science, Technology and Innovation, Maria do Rosário Sambo, the state pays 1,451.812 million kwanzas per month in scholarships for students abroad alone.

Maria do Rosário Sambo, quoted by Angop, explained that every month the National Institute for Scholarship Management (INAGBE) makes a financial plan to define the values to be transferred to foreign banks to secure the values of the scholarships.

The holder of the portfolio for Higher Education, Science, Technology and Innovation also said the values to be transferred abroad are issued in kwanzas. She explained that the money for the first four months of the year was transferred to the Bank of Savings and Credit (BPC), which is responsible for sending the amount to students abroad.

However, the minister acknowledged that this process has suffered some difficulties: the poor availability of BPC has delayed the arrival of scholarships. So far only the money for the month ofJanuary has been transferred, she said.

To get around the situation, the INAGBE decided to send the March and April money to the Bank of Commerce and Industry (BCI), in the hope that payments will be made more quickly.

In addition to the fellows present in the country, there are 2566 fellows abroad. Cuba is the country that receives the most Angolan scholarship holders (50 per cent), followed by the Russian Federation (21 per cent) and Portugal (9 per cent).
