Government wants to implement Social Fund for Public Servants to ensure more dignified salaries

The Minister of Public Administration, Labor and Social Security, Teresa Dias, announced that the ministry she heads is studying ways to establish the Public Service Social Fund, in order to ensure more decent salaries for citizens.

Speaking at the 18th edition of CaféCIPRA, held this Wednesday under the theme "Young People Discuss National Pride and Productivity", the minister explained that the study regarding the aforementioned social fund is about to be finalized and will act as a precaution. In other words, it is a social security system in which citizens pay a monthly amount, and if they become incapacitated and unable to work, they are entitled to receive rent.

With regard to improving salaries, the head of the Public Administration, Labor and Social Security portfolio highlighted the fact that it is necessary to create a job qualifier in some areas, which will be done gradually, in consultation with the Ministry of Finance.

In her speech, the minister also indicated that thanks to the Action Plan for the Promotion of Employability (PAPE) it was possible to achieve the objective of 83 thousand direct jobs, in addition to professional internships, which exceeded 100 thousand, the majority of whom benefited from these internships were placed in the corresponding companies.

Teresa Dias also announced that after this plan, the Government decided to expand the employment program by creating the Angolan National Employment Agenda, established by the National Fund for Employment in Angola (FUNEA), adding that, in 2024, 16 billion kwanzas were applied and, this year, an increase of 21 billion kwanzas, writes Jornal de Angola.

The program, she explained, has guidelines for the coordinated action of various public and private agents, in the employment incentive sector, aiming to increase the employment rate, and added that the creation of FUNEA served to support employment projects and initiatives, as well as institutionalize the National Employment Observatory.

In terms of employability, Teresa Rodrigues spoke about the creation of the Youth and Opportunities for Good Jobs (JOBE) program, which is already implemented in the provinces of Bié, Benguela, Luanda, Cuando and Huambo. Its implementation, according to Jornal de Angola, has been carried out in collaboration with municipal administrations, which identify young people to provide microcredits and stimulate the creation of more jobs.

Among other aspects, in the unmediated dialogue, the minister also expressed her dissatisfaction with the lack of information among young people regarding programs aimed at them, pointing out that these programs have been publicized in the media and on other platforms, which is why she said she did not understand this misinformation.

Quoted by Jornal de Angola, the minister stated that, in the last five years, teachers have seen their salaries increase significantly, especially with isolation allowances for those working in remote areas.

She also spoke about the prohibition of mobility in the Education and Health sectors, remembering that these two sectors can hold public competitions annually, but the young people accepted often give up due to lack of interest in the careers for which they applied, which is why the government is working to prevent this movement, aiming to avoid this scenario.

"We will start to better investigate where these people live during public competitions," she said.

This edition also included the participation of the Ministers of Education and Youth and Sports, Luísa Grilo and Rui Falcão, respectively, in addition to the President of the National Youth Council, Isaías Kalunga.
