The measure, according to a government statement to which VerAngola had access, is part of the Road Infrastructure Rehabilitation, Conservation and Maintenance Program.

"The streets of the city that is the headquarters of the province of Uíge will be paved, within the scope of the Road Infrastructure Rehabilitation, Conservation and Maintenance Program", reads the note.

"The expenditure and opening of the public tender for contracting asphalting works was authorized by the President of the Republic, João Lourenço, through Presidential Order No. 105/25 of April 2", adds the statement.

The measure is justified by the fact that the roads are very degraded.

"According to the document, the materialization of the paving service of the connecting roads between the neighborhoods within the municipality of Uíge is necessary, given the high levels of degradation of the roads", says the note.

Thus, the provincial governor is "delegated the power to approve the parts of the competitive process, appoint the evaluation committee, verify the validity and legality of all acts carried out, including the conclusion and signature of contracts", while the Ministry of Finance must guarantee the "financial resources necessary for the implementation of the project".
