Government announces measure to encourage the purchase of national goods and services

The Government determined that Public Contracting Entities (EPC) must submit quarterly reports on the acquisition of goods produced in Angola to the National Public Contracting Service (SNCP), as a mechanism to encourage national production.

The measure, which is expressed in a joint circular from the Ministries of Finance and Industry and Commerce, made public this Tuesday, aims to stimulate the production and consumption of goods and services of local origin, to reduce excessive dependence on imported products, as well as the sustainability of the national economy.

According to the directive on encouraging national production through public procurement, EPCs must include all information about the preference for nationally produced goods and services in the advertisement, specifications, procedure programs or invitations.

"This procedure aims to make economic operators aware of the terms and conditions previously established regarding the origin of the item to be acquired", states the circular.

In addition to communicating the decision to contract, which must be made in light of the provisions of the Public Contracts Law, the EPCs "must send, quarterly, a report on the acquisitions of goods produced in Angola" to the SNCP.

According to ministerial entities, in the field of public procurement, the requirements in all public contracts aim to enhance national production capacity, but also the diversification of the economy.

The presidential decree on encouraging national production already stated that EPCs and their contracted suppliers must, preferably, purchase goods produced in Angola, and will only be purchased from importers "after all possibilities of purchasing them from national producers have been exhausted".
