Government approves strategy to prevent loss of value of recovered assets

The Government approved a strategy to ensure a “prudent, rational and diligent management” of the assets and assets recovered within the scope of the anti-corruption process and “to prevent the loss of the respective values”.

The measure appears in the framework of the "Strategic Policy to Combat Corruption", which provides for the process of identification, location and seizure of assets, financial assets or products, "illicitly diverted", found in the country or abroad.

According to Presidential Order No. 48/21 of 19 April, to which Lusa had access, there is a need to "ensure the prudent and diligent management of these assets in order to ensure their optimization, prevent loss of commercial value, deterioration , as well as the allocation to essential public services ".

The approval of the "Strategy for Approaching Assets and Assets Recovered by the State", refers to the preamble of the legal diploma, which emanates from the Law on Coercive Repatriation and Extended Loss of Assets.

The order, signed by President João Lourenço, notes that the strategy aims to ensure their rational management through minimizing costs, optimizing and eliminating idleness.

"Avoiding its perishing or deterioration of its revenue generating capacity for the economy, as well as eliminating the risks of loss of value, opting for more profitable alternatives", the order reads.

Promoting the "increase of State revenue through optimization, profitability or alienation, contributing to the maintenance or generation of jobs and equal economic opportunities" are among the purposes of the referred strategy.

It also proposes to ensure the registration of the ownership of the transfer of the recovered assets in favor of the State, the "continuity and stability of the business assets recovered with economic viability", aiming at "preserving and improving their value".

This legal instrument also points out the need to prioritize the sale of business assets through their introduction in the Privatization Program (ProPriv), to survey the management structure of the business assets recovered to date and to carry out a pre-diagnosis of the financial situation. and equity of companies.

The President is responsible for the Minister of State for Economic Coordination, Manuel Nunes Júnior, the mission to supervise the execution of the strategy, within the scope of the Interministerial Commission for the Implementation of ProPriv.

The fight against corruption and impunity are some of the axes of João Lourenço's governance, in power for more than three years.

The State has already recovered dozens of assets, including companies, housing infrastructures, farms and others, "constituted with public funds", actions that are developed by the National Asset Recovery Service of the Attorney General's Office (PGR).
