Unions satisfied with the entry into force of the new General Labor Law

The secretary general of the General Central of Independent and Free Unions of Angola (CGSILA) welcomed, this Wednesday, the entry into force of the new General Labor Law (LGT), highlighting that it brings balance to the legal-labor relationship.

Francisco Jacinto considered, in statements to the Lusa agency, that the new LGT, in force since Tuesday, satisfies "the interests of everyone – employers, workers – those who are in fact the recipients" of the law.

The union leader expressed personal satisfaction, that of CGSILA and all workers in the country with the law coming into force and because the old diploma, which workers called a "murderous law", is no longer in force.

"It was a law that posed a very big risk, it promoted a lot of unemployment from the date it came into force, in the year 2020, so we welcomed with great joy, with great satisfaction, the entry into force of this law. We should have an even better law, but this is the possible law", he said.

According to Francisco Jacinto, this law brings as advantages "the balance of the legal-labor relationship", with regard to the contractual issue, innovations in the paternity regime, the prohibition of installing cameras in the workplace, data protection, among others.

"I don't see any drawbacks in this law, therefore, what the law has is all convenience, it has advantages, it has no disadvantages at all," he said.

In turn, the secretary general of the Union of Angolan Journalists (SJA) and spokesperson for the unions, Teixeira Cândido, said that the new LGT presents advances, one of the main ones being the contract for an indefinite period.

"The law that was repealed presented contracts depending on the size of the companies, that is, for large companies, the rule contract, although it was also for an indefinite period, the employer had the possibility of making a contract for an indefinite period for 60 months, which makes up five years", he indicated.

For the general secretary of CGSILA, employers cannot feel uncomfortable with the law coming into force, because "the legal-labor relationship must be a humanized relationship".

"Unfortunately, we still have some employers in this country who do not understand this type of language about the humanization of work. They want at all costs to carry out a type of forced, almost slave labor, but thankfully the executive himself also understood that this law that left came into force yesterday [Tuesday], it was a law that constituted a very big risk", he highlighted.

Teixeira Cândido highlighted that the new LGT improved the issue of compensation, which was done according to the size of the companies, and is now the same for all.

The union leader also welcomed the end of the double penalty for workers, who in case of absence were deducted from their salary and vacations.

According to Teixeira Cândido, the new LGT brought justice to workers with regard to their vacation period, because what happened before was that companies paid the salary and vacation allowance, but upon return, only the base salary was paid, on which taxes were levied, such as IRT and Social Security.

"Many workers were almost afraid to go on vacation", said Teixeira Cândido, considering that these situations "were completely disadvantageous for workers, a setback", which is now resolved with the new LGT, "by far, more updated, more advanced, more progressive, more protective of workers' interests than the law that is no longer in force".
