The aforementioned expense was approved by order. According to Jornal de Angola, the document, whose publication in Diário da República dates back to March 13, also gives the 'green light' to formalize and open the procedure for a public tender for the purchase of medicines.
The Minister of Health is delegated the competence, with the capacity of sub-delegation, to carry out all deliberative actions and supervisory approval, namely to prepare the procedural parts, create the evaluation committee, as well as verify the validity and legality of the actions carried out in light of the procedure, covering the conclusion and initialling of the contract.
According to the order, cited by Jornal de Angola, the purchase of these materials is part of the response of the National Program to Combat HIV and viral hepatitis in the country, aiming to reduce the mortality and morbidity rate caused by these diseases.
It should be noted that, according to data released in November last year, the country had approximately 310,000 people living with HIV/AIDS, with an annual record of 15,000 new infections and approximately 13,000 deaths linked to this disease.
