Budget balance with a surplus of 100 billion kwanzas in the second quarter of 2021

Angola recorded a budget balance with a surplus of around 101.8 billion kwanzas in the second quarter of 2021, a period in which the fiscal balance followed the same path, announced an official source.

The information was transmitted in parliament by the Minister of Finance, Vera Daves, during the presentation of the report on the execution of the General State Budget (OGE) for the second quarter of 2021.

According to the minister, the country collected, in this period, revenues amounting to 3.2 billion kwanzas and incurred expenses amounting to 3.1 billion kwanzas, registering a surplus of 101.8 billion kwanzas.

The fiscal balance in this period was also a surplus, in the order of 566.4 billion kwanzas, registering an increase of over 100 percent.

"The current balance, in turn, also recorded a surplus of around 905 million kwanzas, demonstrating that current revenues were sufficient to meet current expenses for the period", stated Vera Daves.

The revenue collected, in the period, presents an execution of about 23 percent in relation to the annual revenue estimated in the OGE 2021.

The domestic debt service, said the minister, corresponded to 875.2 billion kwanzas, representing a reduction of around 20.4 percent compared to the second quarter of 2020.

Regarding the execution of the external debt service, "payments were made in the order of 900.4 billion kwanzas, including capital, interest and commissions, representing an increase of about 0.6 percent compared to the same period in 2020. ".

The 'stock' of government debt stood at 41.9 billion kwanzas on 30 June 2021, comprising 29 percent of domestic debt and 71 percent of external debt.

Vera Daves, who was speaking during the sixth extraordinary plenary meeting regarding the fifth legislative session of the fourth legislature of parliament, also made it known that the 'stock' of public debt, which encompasses government debt and public companies' debt, was situated around 44.6 billion kwanzas.

In the balance of the financial programming for the second quarter of 2021, he said, there was a total flow of entries worth 3.7 billion kwanzas, which include tax revenues, internal and external financing and PIIM (Integrated Program for Intervention in Municipalities). ).

The deputies, in their joint opinion on the OGE execution report for the second quarter of 2021, issued 19 recommendations, advocating the "strengthening of accountability mechanisms" to ensure that autonomous funds present quarterly accounting information in a timely manner. .

The need to adopt strict measures so that budget units comply with the deadlines for rendering accounts, especially diplomatic missions and municipal administrations, is also among the recommendations.
