Public contest for independent diamond evaluators launched this Tuesday

The government launched this Tuesday the contest to hire three independent valuers of rough diamonds, which should intervene in the classification, evaluation and determination of the basic sales prices in the national market, according to an official source.

According to the Secretary of State for Mineral Resources and Petroleum, Alexandre Barroso, the task will be assigned to natural or legal persons, who are specialised, qualified, independent, knowledgeable of the international and national diamond market, who will defend the interests of the State and of producers, in the process of buying and selling raw diamonds produced in the country.

Alexandre Barroso, who was speaking at the opening of the tender, stressed that the government has been taking the necessary measures to ensure that the marketing policy is implemented with the desired effectiveness.

In a statement to the press, Mankenda Ambroise, coordinator of the technical group for drafting the terms of reference for the independent evaluator's contract, said candidates can be foreign or domestic, with at least five years of experience as an independent evaluator and at least ten years as an evaluator.

Mankenda Ambroise stressed that this is a complex task that requires consistency of analysis and knowledge of the national and international market.

"The State has defined a maximum of five, but we will start with three (independent evaluators), which will start with one year of experience, in the experimental phase, from which we will assess whether the contracted independent evaluator corresponds to the real interests of the State", he said.

According to the consultant to the Angolan Minister of Mineral Resources and Petroleum, the activity is currently carried out by an independent evaluator, but is insufficient for the annual production of around nine million carats.

He stressed that the independent evaluation must comply with the requirements of the international certification scheme of the Kimberley process, which validates the origin of diamonds.

As benefits, Mankenda Ambroise pointed to better control of revenue collection, with "a projection in advance of how much the State will receive".

This Tuesday's session served to clarify the competition, to make known the marketing policy and regulations.

The sales price list, prepared with the support of the independent evaluator, will be submitted by the Sociedade de Comercialização de Diamantes de Angola (SODIAM) to the Government for its evaluation.
